Tone of the Contact Prayers (Salat)

You shall not utter your Contact Prayers (Salat) too loudly, nor secretly; use a moderate tone.
[17:111] And proclaim: “Praise be to GOD, who has never begotten a son, nor does He have a partner in His kingship, nor does He need any ally out of weakness,” and magnify Him constantly.

[16:64] We have revealed this scripture to you, to point out for them what they dispute, and to provide guidance and mercy for people who believe.

[4:159] Everyone among the people of the scripture was required to believe in him before his death. On the Day of Resurrection, he will be a witness against them.

Despite God telling us in the Quran to “utter our Salat in a moderate tone” traditional Muslims pray Zuhr and Asr silently. Doesn’t make sense

Why do we recite zuhr and asr prayer in low voice when it is clearly mentioned in the quran the following ?.

After the release of the first version and the push back they received they reinserted the word into later editions.
