[4:58] GOD commands you to give back anything the people have entrusted to you. If you judge among the people, you shall judge equitably. The best enlightenment indeed is what GOD recommends for you. GOD is Hearer, Seer.

[4:59] O you who believe, you shall obey GOD, and you shall obey the messenger, and those in charge among you. If you dispute in any matter, you shall refer it to GOD and the messenger, if you do believe in GOD and the Last Day. This is better for you, and provides you with the best solution.

When do we judge?
The Quran is the statue book therefore we can judge based on the Quran. What we shouldn’t do is go beyond what is in the Quran.

[4:135] O you who believe, you shall be absolutely equitable, and observe GOD, when you serve as witnesses, even against yourselves, or your parents, or your relatives. Whether the accused is rich or poor, GOD takes care of both. Therefore, do not be biased by your personal wishes. If you deviate or disregard (this commandment), then GOD is fully Cognizant of everything you do.

Be Honest With All People

[3:75] Some followers of the scripture can be trusted with a whole lot, and they will give it back to you. Others among them cannot be trusted with a single dinar; they will not repay you unless you keep after them. That is because they say, “We do not have to be honest when dealing with the gentiles!”* Thus, they attribute lies to GOD, knowingly. 

What does it mean obey “those in charge among you”?
These are people who are in charge organizationally not religiously, due to the fact that in the second part of the verse it states that if we dispute to refer it to God and His messenger.

No Compulsion in Religion

[2:256] There shall be no compulsion in religion: the right way is now distinct from the wrong way. Anyone who denounces the devil and believes in GOD has grasped the strongest bond; one that never breaks. GOD is Hearer, Omniscient.

No One Above the Law

[3:161] Even the prophet cannot take more of the spoils of war than he is entitled to. Anyone who takes more than his rightful share will have to account for it on the Day of Resurrection. That is when each soul is paid for whatever it earned, without the least injustice. 

Are there religious leaders in Submission aside from messengers?

There are no formal guidelines to religious leaders in Submission. If anything God warns of people who exalt themselves and take the people’s money illicitly.

Beware of Professional Religionists

[9:34] O you who believe, many religious leaders and preachers take the people’s money illicitly, and repel from the path of GOD. Those who hoard the gold and silver, and do not spend them in the cause of GOD, promise them a painful retribution.

The Apache Indians may serve as a good example of what a organization structure can be for Submission without a formal leader or hierarchy.

“Decentralized systems, like the Apaches, are different. There’s no clear leader, no hierarchy, no headquarters. The power is distributed among all the people and across geographic regions. Instead of a chief, the Apaches had a Nant’an –– a spiritual and cultural leader who led by example. On first impression, it may sound like the Apaches were disorganized.
